Step 1.  Download WoeUSB

sudo add-apt-repository ppa:nilarimogard/webupd8
sudo apt update
sudo apt install woeusb

 

Step 2.  Open WoeUSB and select source (Windows.iso)

(Remember to format your USB drive before you make a bootable one)

Step 3.  Select target device (USB drive)

Step 4. Install
